- To promote an efficient, integrated, environmentally sustainable and competitive operating environment for air transport;
- To develop a roadmap consistent with APEC principles, describing the remaining work required for reaching the Bogor Goals of trade liberalization and facilitation as well as economic and technical assistance in air transport;
- To share information on international air transport policies among economies including experiences, concerns and new issues during the process of air transport liberalization through annual survey;
- To develop more options for liberalization and facilitation of air services where possible;
- To enhance cooperation in terms of human capacity and skills development between APEC developed economies and developing economies to assist in establishing an efficient, integrated, environmentally sustainable and competitive air transportation system.
