EVALUATION REPORT ON APEC PROJECTS

BASIC INFORMATION

Name and number of project : TPT 02/98 ROAD TRANSPORT HARMONISATION PROJECT (Phase 4)
Brief description of project outputs (number of participants at workshop; number of economies covered by survey, and deliverables, where applicable): The project was conducted in accordance with the Request for Proposal specification. All APEC economies were encouraged to contribute to the project by forwarding details of their regulatory requirements to the project consultants. Three APEC economies did not respond to the request for information however the consultant was able to gather details through other sources. Although only eight economies provided information to update Phase 3 of the project, it is considered likely that regulatory requirements had not changed in those economies failing to respond.

It is intended to post the final report for Phase 4 on the Internet.

APEC Values RTHP is aimed at strengthening the economic infrastructure through the development of technical regulations for road vehicles which are harmonised with international standards.  
Project Design The project met the specifications developed by the RTHP Group and endorsed by the TPT-WG.  
Dissemination of Project Results Copies of the report on CD-ROM have been circulated however it is intended to post the information on the Internet allowing wide dissemination.  
Budget The project was completed in accordance with the budget allocation.  
If your committee or working group has used other additional criteria to evaluate this project, please briefly describe the criteria and how the project is rated against these criteria:

Did the project meet the needs of the targeted beneficiaries, identify direct and indirect beneficiaries and to member economies and any follow-up? The Road Transport Harmonisation Project (RTHP) is consistent with APEC Leaders’ directives to standardise with international standards and the Project was identified in the Osaka Action Agenda for the transport sector. The aims of Phase 4 were to examine the automotive conformity assessment and certification requirements used in APEC economies and to review of the results of Phase 3. The information provided in the final report will benefit both the public and private sectors immediately as source material for those wishing to trade in automotive product or those economies planning revision of their regulatory requirements with the intention of facilitating trade. The final purpose of the project is to develop a harmonious regulatory system for APEC. RTHP Phase 5 aims to develop a harmonised regulatory system for APEC over the next five years. Part1 Pilot Study has been approved for commencement in 1999.

To what extent the project has reached the targeted clientele, any assessment of client satisfaction in terms of accessibility, competence of service delivery, usefulness of information and contribution to trade facilitation and business performance? Although APEC economies have been provided with copies of the final report the use of the Internet will allow the business community access to the detailed information contained in the report. Feedback on the earlier phase of RTHP (Phase 3) has demonstrated the usefulness to interested parties. It will however be a source document for Phase 5 commencing in 1999.

Does the project complement or overlap with the work of others, was the project the most cost-effective in achieving the targeted goals, has the Committee/Working Group clearly defined and agreed upon targeted clients, the impacts to be achieved and the means of achieving them? No other APEC fora are engaged in road vehicle standards harmonisation. The EVSL proposal for the automotive sector recognised that road vehicle standards harmonisation is critical for free trade and the proposal recommends that the resolution of these issues remain with the RTHP Group. RTHP does not intend to develop technical regulations specific to APEC but to adopt standards developed in the forum for internationally harmonised standards. As mentioned above the aim is to complete the project over the next five years by which time it is planned to have developed a regulatory system for road vehicles that meet the safety and environmental protection needs of the region.

How will the project, especially for database projects, maintain sustainable benefits over the longer term? Phases 3 and 4 provide source material for the final phase scheduled for completion over the next 5 years.
