Brief description of beneficiaries and benefits, linkages with other fora/private sector, contribution to priorities laid down by Leaders or Ministers and TILF objectives and whether the anticipated results have been achieved:

The project will assist APEC member economies to implement efficient certification and harmonised regulatory systems for road vehicles that meet their needs for safety and emission control. Both government regulatory agencies and the automotive industry will benefit through the development of standardised regulatory systems allowing free and open trade within APEC and beyond. The Early Voluntary Sectoral Liberalisation for the automotive sector has acknowledged that vehicle standards work will proceed in accordance with the Road Transport Harmonisation Project work plan. Tenders have been received from five consultants and are being assessed by the Steering Committee. It is anticipated that the tender will be let by the end of February 1999.

RTHP Phase V is the final stage of the project seeking to provide a harmonised vehicle regulatory system over the next 5 years. The project is consistent with APEC Leaders’ directives to standardise with international standards. This activity was identified in the Osaka Action Agenda for the transport sector.

Brief description of planned project outputs:

Two tasks are to be undertaken:

Provision of guidelines for APEC member economies to become members of UN/ECE Working Party 29

Develop action plans to two volunteer APEC economies to achieve internationally harmonised regulatory systems for the automotive sector

 

Planned phases of project, including publication/dissemination, with dates of each phase, and any variance from the original schedule:

Consultant to commence contract in January 1999 (Expected start date late February)

First progress report 26 March 1999 to allow consideration at TPT-WG15 in April 1999

Second progress report 20 August 1999 to allow consideration at TPT-WG16 in September 1999

Draft final report 19 November 1999

Final report 20 December 1999.

STATUS/PROGRESS AND PROBLEMS

Current status of project:

Five submissions to the RFP have been considered by the Steering Committee consisting of representatives from Australia, Peoples Republic of China, Japan, New Zealand, Chinese Taipei and USA. It is expected that the APEC Secretariat will be advised of the selected consultant by 19 February 1999.

Variance from proposed plan including revised dates and additions/deletion of activities:

The delay in selecting the successful tenderer is not expected to result in failure to meet the proposed completion date.

Progress since last report : This is the first report on TPT 02/99
