STCW TRAINING IN THE PHILIPPINES


TPT Working Group Project TPT 03/97T: Seafarer STCW Training

OBJECTIVE

With the assistance of the APEC TILF Program the project will upgrade seafarer training to align with the revised provisions of the International Maritime Organizations's International Convention on the Standards of Training Certification and Watchkeeping (STCW).

The specific areas in which the Philippines have sought assistance are in Control Procedures and Quality Audit.

With the cooperation of Filipino authorities, this pilot project is designed to align practical education and training in Philippine maritime training colleges to meet the revised STCW standards.

CURRENT PROJECT STATUS

This project comprises seven phases and three distinct stages. The first of the three stages entails an initial, or needs analysis visit, which was completed in July 1997. It identified the areas of training need and assessed the extent of training required to assist compliance with the revised provisions of STCW. The initial visit also involved an assessment of the way in which training by Filipino trainers/teachers may be enhanced and the preparation of a report.

The second stage of the project involves the delivery of 'train the trainers' workshops for Filipino educators. This approach will allow the project to contribute in a significant way to the education and training of Filipino seafarers to aid the economic importance of this sector through continued employment.

The third and final stage of the project is the preparation and publication of a final report giving a complete account of the project with recommendations. This will allow an assessment of the success or otherwise of the project.

Australia-Maritime Training (A-MT) are the contractors delivering this training project on behalf of Australia as project overseer.

A-MT is a national network of maritime organisations and is Australia's and New Zealand's foremost maritime training organisation. Membership includes the Australian Maritime College, the Australian Maritime Safety Authority, the New Zealand Maritime School and a range of other educational institutions and private maritime firms.
