Brief description of beneficiaries and benefits, linkages with other fora/private sector, contribution to priorities laid down by Leaders of Ministers and TILF objectives and whether the anticipated results have been achieved:

The compendium of "success stories", which is posted on the Transportation Working Group's webpage, serves to highlight the training and development initiatives implemented by various economies to encourage the participation of women in the transportation sector and provide a source of examples/case studies for economies considering implementation of similar initiatives.

This first initiative provided the project team with an opportunity to gain an understanding of the issues that affect participation of women in the transportation sector.

As the project was open to case studies from both the public and private sector, and it has been made publicly available, a wide range of institutions could benefit from this effort. Women may ultimately benefit as there will be greater understanding by women of the opportunities available for employment in the transportation sector as shown by the production of this project. Similarly, organizations/businesses will benefit as a result of the particular skills and attributes that women bring to the workplace.

This project responds to the Declaration of a Framework of Principles for Economic and Technical Cooperation and Development in APEC endorsed by Leaders at Subic. Within this context, Leaders gave priority to the full participation of women and youth in APEC activities. Additionally, the Joint Statement by Transportation Ministers in Victoria, June 1997 embraces these six themes and gives the TPT-WG specific direction to identify training and development initiatives to ensure that these groups are well prepared for career opportunities in the transportation sector.

The Framework for the Integration of Women in APEC, recently approved by Leaders, provides the impetus for any next steps taken by the Project Team, which could include an evaluation of what the Framework and its recommendations will mean for the Project Team and the TPT-WG.

In general terms, the coordination of the work associated with human resources development initiatives, including gender, with other fora such as HRD-WG is highly desirable. Such an approach would serve to complement rather than duplicate similar work that has been undertaken outside of the TPT-WG and ensure that TPT-WG directed initiatives contribute effectively towards the goal of full participation of women in APEC's economic and technical cooperation activities while taking into account the resource constraints of TPT-WG members.

Brief description of planned project outputs :

The project serves to support the advancement of gender perspectives in the transportation sector within the APEC region by highlighting "success stories" which would provide examples to the TPT-WG members of training and development initiatives in the transportation sector and also indicates how to implement similar or related initiatives. An evaluation of the impacts of the Framework may provide the Project Team with the impetus for future activities and / or projects.

Planned phases of project, including publication/dissemination, with dates of each phase, and any variance from the original schedule:
  • Implementation of Recommendations Winter 1999 - Spring 2000

In particular, this will involve monitoring work with regard to the implementation of the "Framework for the Integration of Women in APEC", and the development of a report of how this framework will impact the implementation of the other recommendations, inlcuding the possible establishment of a list server, and the advisability of convening a Women in Transportation Seminar. It is hoped that, as part of a learning process for the Small Group, a training session on the Framework will be possible for TPT-WG-17 in Singapore.

STATUS/PROGRESS AND PROBLEMS

Current status of project:

The compendium entitled Increased Participation of Women in The Transportation Sector : A Compendium of Success Stories was approved by the TPT-WG at its 15th meeting which took place in April, 1999. As agreed at TPT-WG-15, the recommendations were amended slightly to reflect a final date for accepting new input to the compendium: TPT-WG-16. Canada agreed to receive inputs and update the compendium until that time. No new inputs were received, and the Compendium has been posted on the APEC-TPT-WG website, along with links to other gender-related sites.

Canada will also aim to implement the recommendations outlined in the Compendium. In particular, this will involve monitoring work with regard to the implementaton of the "Framework for the Integration of Women in APEC", and the development of a report, if necessary, of how this framework will impact on the implementation of the other recommendations, inlcuding the possible establishment of a list server, and the advisability of convening a Women in Transportation Seminar.

Variance from proposed plan including revised dates and additions/deletion of activities:

Because the Framework for the Integration of Women has now been approved by APEC leaders, the Small Team will evaluate the need for any future work based on the Framework's recommendations. Part of this evaluation may include a seminar / training session on the Framework at TPT-WG-17 in Singapore.

Progress since last report:

The draft compendium was approved at TPT-WG-15 (April, 1999).

The project team has augmented its space on the TPT-WG webpage by posting the compendium, a short document outlining the history and the work of the Project Team, and by including links to other gender related webpages.
