TRANSPORTATION WORKING GROUP (TPT-WG) MEETING AGENDA ITEM 4.6: PROGRESS REPORT ON STCW TRAINING PROJECT Australia Background: Approved by the SOM on 19 May 1997 at a cost of US$94,344, this project is a multi-phased initiative designed to: - assess the extent and type of training required to upgrade seafarer training in the Philippines and Indonesia; and - present two sets of workshops for Filipino maritime trainers and one set of workshops for Indonesian maritime trainers, as a contribution to the education and training of seafarers to aid their continued employment and maintain the flow of foreign income. The assessment phase for the Philippines workshops was conducted in the last week of July 1997. Two five-day workshops on "Control Procedures, Quality Audit and Aspects of IMO Model Course 3.12" were presented in Manila: - from 15 February 19 February 1999 for 16 participants - from 22 February 26 February 1999 for 22 participants. The assessment phase for the Indonesian training needs was conducted at the conclusion of the second Filipino workshop. Two five-day workshops on "Advanced Tanker Training" in accordance with IMO Model Course 1.02 were presented in Jakarta: - from 14 June 18 June 1999 for 23 participants; and - from 21 June 25 June 1999 for 25 participants. The interim reports prepared on the completed parts of this project indicate that the workshops were well attended and were well received by all participants who were keen to learn. Current Situation: The program of training for Indonesia is now complete and a second set of two five-day workshops are scheduled to be presented in the Philippines in the weeks beginning 22 November 1999 and 29 November 1999. Following the completion of the second set of workshops in the Philippines, the final report, including training recommendations and evaluations, will be prepared. This will be followed by a final payment for the contracted work. The final report, which will represent the completion of the project, is expected to be prepared by the end of December 1999 or in January 2000
