 BACKGROUND

Through the development and implementation of projects under Australiaˇ¦s bilateral arrangements with Indonesia, it has become evident that there are benefits in developing a register of bilateral training projects being undertaken between APEC economies.  The proposed projects register would ensure that all economies are aware of existing bilateral training projects within APEC, which would promote consideration of similar projects on a bilateral and multilateral basis. 

In December 1995 the Governments of Australia and Indonesia signed a Memorandum of Understanding (MOU) on Cooperation in the Transport Sector.  The aim of the MOU is to further develop cooperative relations between Australia and Indonesia on equality and mutual benefit, while recognising the importance of the transport sector to economic and social development.  It also sought to realise the benefits of wider regional cooperation and involvement in relation to the work of international organisations and to support progress on transport issues within the fora of APEC.

An Annex on Cooperation in Aviation Training to the MOU sets out the understanding between Australia and Indonesia on cooperation for mutual benefit in aviation training.  Through this cooperative arrangement, Australia is funding an aviation law training project in Indonesia to provide participants with a greater understanding of the international aviation legal framework.  As an archipelagic state, aviation is one of the most important modes of transport for Indonesia.  Indirectly the aviation law training project will facilitate trade opportunities for Indonesia by providing participants with:

At the APEC Transportation Ministerial Meeting in June 1997, one of the key issues discussed was Human Resources Development.  Ministers believe that improving and strengthening transportation education and training through a comprehensive approach is key to the successful development of human resources in the transportation sector. 

In 1998 the Human Resource Development Steering Committee was established to better coordinate and rationalise TPT-WG projects.  The aviation law training project is directly linked to the work of the Human Resource Development Steering Committee. 

 DISCUSSION OF ISSUES

 Register of Bilateral Projects

Australia is proposing the development of a bilateral training projects register, which identifies all existing bilateral training projects being undertaken between APEC economies.  While it has not been normal practice to raise bilateral projects in the TPT-WG fora, individual bilateral projects are complementary to the overall work of the TPT-WG.

A bilateral training projects register would provide economies with access to details of existing bilateral training projects being undertaken between APEC economies and also raise their awareness of existing training projects.  This in turn may lead to other economies identifying similar training requirements and initiate projects to meet their specific needs.  This could also facilitate the development of multilateral APEC projects.

Aviation Law Training Program

Australia is exploring the possibility of developing a project proposal for the delivery of an aviation law training program to other APEC economies, for consideration at TPT-WG 19, to be held in March 2001.  The proposal will be modelled on the aviation law training program specifically developed for Indonesia.

This training program for Indonesia will consist of two short intensive courses.  Subjects to be covered during the course include:

While the details of this program have been specifically tailored to Indonesiaˇ¦s needs, the fundamental objectives and approach could serve as a useful model for other APEC economies. 

RECOMMENDED ACTION

if economies support the development of a bilateral training projects register, Australia is willing to progress this work.
