Introduction

The Project Group on Seafarers Training Project (STP) Phase II met from 16:00 to 18:15 on Tuesday 17 October 2000 at TPT-WG18, and was attended by member economies representing China*, Japan, Korea, Philippines, Singapore* and Indonesia* (as Overseer).

The meeting received a draft evaluation report on the APEC Seafarers Training Project (STP) Phase II prepared by Indonesia.

Discussion on the Evaluation Report of the APEC STP Phase II

The meeting discussed several items for response in the evaluation report such as basic information and lessons learned and/or further work. After discussing more than 2 (two) hours, the group could not come to a conclusion.

Several questions under the item "the lessons learned and/or further work" (such as criteria for assessment of APEC project; additional criteria; if the project met the needs of targeted beneficiaries, reached the targeted clientele and complemented or overlapped with the other work; how to maintain sustainable benefits; if the project achieved its intended results in overall; any lesson learned and/or future work arising from this project; and the small group comments) were not able to be answered satisfactorily.
The group was not able to make decision on the Evaluation Report for Seafarers Training Project Phase II as there were only 5 economies present at the meeting.

Recommendation

The Seafarers Training Project Group proposed that the Human Resources Development Steering Committee discuss the matter in order to conclude the Evaluation Report for recommend action to the Plenary .
