• Review of infrastructures of member economies and identification of impediments to developing or amending appropriate laws

• Increased resources and development of technical expertise required by the majority of economies

• Exchange of experts by the economies in order to harmonize enforcement

• Develop of corporate agreements (MOU’s) concerning crucial areas of maritime safety

• Assistance to ratify and implement new maritime conventions, i.e. ISM Code, STCW 95

• Development and maintenance of sub-regional co-operative quick response contingency plans
