Background:

This project was proposed by Australia in 1997 and was endorsed by the TPT-WG in April 1998. Funding approval was obtained in July 1998 and endorsed by Ministers in November 1998.

The objective of the project is to identify the legislative, economic, or commercial mechanisms that can be used in APEC economies to encourage all players in the international maritime industry to support a safety culture and the use of quality safe shipping.

At the meeting of the Experts Group on Maritime Safety in Seoul on 19 October 1998 a project Steering Committee was established for the Project. The Committee is chaired by Australia with membership from Singapore, Canada and Korea.

Current Status

An RFP was developed and submitted to the APEC Secretariat on 4 December 1998. Economies were invited to consider submitting one proposal per economy for consideration by the Project Steering Committee.

Four tenders were received: Australia, Canada, the Philippines and Singapore. Working electronically and using the evaluation criteria included in the RFP, the Steering Committee agreed on a weighting system to select the preferred tenderer and came to a consensus on the successful tender.

The preferred tenderer selected is the Asia Pacific Maritime Institute Pty Ltd which is based in Launceston, Australia. The Institute has considerable experience in the region and its tender proposed an innovative and creative approach to finding solutions to the problems to be dealt with in the project. At this time of completing this report, the APEC Secretariat had provided a draft contract to the tenderer for signature. Work should commence before the TPT- WG meeting in April in Santiago. Any further progress will be reported orally at the meeting of the Experts Group on Maritime Safety.

A draft report on the project is to be submitted to the Project Steering Committee by August 1999 and some substantial outcomes should be available for consideration at the 16th TPT-WG meeting.
