APEC ITS Group – Work Program (rev Feb 24, 2000)

Originally identified in the Report to APEC Transportation Ministers; now presented in more detail, including: action items identifed at ITS Group meeting in conjunction with TPT WG 16; and some additional suggestions from Canada and USA.

An APEC ITS Group should be formed, meet periodically, and communicate as necessary to:

  1. consider where interoperability of applications is most crucial for APEC wide or APEC sub-regional interests
  2. -using ITS architecture from APEC economies, identify areas where interoperability is crucial (Canada’s suggestion)

  3. consult prior to ISO and other relevant standards meetings to establish a common APEC position on the development of ITS standards, where this is appropriate
  4. -identify current schedule of ITS standards meetings (Canada’s suggestion)

    -establish APEC position (Canada’s suggestion)

    -feedback to Chinese Taipei on their user services bundle

    -update questionnaire

  5. develop joint representations to TC204 on common APEC ITS standards priorities, where this is appropriate
  6. allow proponents of major ITS developments to consult with other interested or affected Member Economies to ensure effective project development

-The benefits of using of ITS should be identified and be made available to APEC members. USA identified the need for a framework to share information that included anecdotal and statistical information. The USA FHA-DOT is discussing the issue and that groups efforts will be provided to the ITS Group when it is available.

-Japan appears interested in pursuing discussion on system design vs system objectives approach to developing ITS architecture

  1. promote trade in ITS application and services

-To strengthen and leverage ongoing activities between economies it may be useful to share contents of current bilateral agreements relating to ITS. Each economy is asked to identify and review current bilateral agreements that might be appropriate to share with member economies and, if possible, make them available for discussion at the next meeting

  1. promote technology transfer and adoption of best practice models
  2. - hold a special session on Smart card deployment in APEC economies (USA and Canada suggestion)

  3. promote research into ITS developments.

It is agreed that Member Economies’ representatives to the ITS Group include relevant technical experts. The ITS Group should attempt to meet or communicate especially prior to ISO TC204 meetings and balloting, to facilitate Member Economies’ formulation of policy, where this is appropriate.
