APEC Transportation Working Group 17th
Meeting
ITS Experts Group Meeting
Singapore, 27th - 31st March, 2000
Minutes of meeting Prepared by Canada
- The APEC TPT WG - ITS Group meeting was
held in Singapore on Tuesday March 28th, 2000 from 08:30 AM to 5:30 PM. The
meeting was chaired by Canada and attended by representatives from 11 economies including:
Australia, Canada, Peoples Republic of China, Japan, Republic of Korea, New Zealand, Papua
New Guinea, Singapore, Chinese Taipei, Thailand, and USA.
- Actions arising from the last ITS Group
meeting in Toronto, Canada were reviewed:
- The Toronto minutes were approved with a
minor modification to item 2: the questionnaire was updated and posted on the website for
comment and the Minister's report has remained unchanged since the last meeting. The Chair
will clarify whether the report can go straight to publication and be presented at the
Minister's meeting in Peru in 2001 or whether it requires recirculation
- Several documents and presentations were
posted on the website including:
- ITS Benefits Document - USA DOT/ITS JPO
- USA Funding Document
- Proposed Questionnaire Update
- Participation Form - Member Economies
The chair encouraged all economies to use
the TPT WG website to facilitate intersessional activity
- ITS Strategies and Deployment
: Reports
were delivered by Australia, Canada, Japan, Korea, New Zealand, Papua New Guinea,
Singapore, Chinese Taipei and USA. Paper copies of these reports were distributed and soft
copies will be posted to the website when available.
- ITS Architectures
: presentations were
made by Japan and Canada on their efforts to establish an ITS architecture for their
respective economies. The presentations will be posted to the website.
- ITS Group relationship to other APEC and
ITS Groups
: in response to concerns of limited resources and possible overlap, the
chair opened for discussion whether or not the ITS Experts Group should continue to
operate as an independent group. The consensus was that it should. In examining the
opportunity for joint efforts with other APEC TPT Groups, an opportunity to develop a high
impact presentation with the Intermodal Task Force and the Electronic Commerce Group was
identified. This would be presented at the Minister's Meeting in Peru and would discuss
the use of ITS in improving trade corridors. This focus of 2-3 groups and theme of trade
facilitation will help to attract interest. The idea was supported by a majority of the
economies and will be pursued by the chair.
A majority of economies indicated ongoing
engagement of National ITS organisations and related government departments
- Chairing of ITS Group
: Canada has
agreed to chair the ITS Experts Group through to Spring 2001. Each economy should consider
whether it wishes to hold the chair and be prepared to discuss at the next meeting. USA
has expressed an interest.
- Work Program and Action plan
: it was
proposed that the work program be converted to an action plan. USA presented an overview
of a suggested plan that was then discussed in further detail
- Action Plan Discussion
: after much
discussion it was agreed that the objectives of the original work program would be
modified to more accurately reflect the Group's interests. The discussion included
comments on the neccessity to maintain a focus for clear actions that were measureable and
near term. Results of the discussion of the group's objective:
1. to identify ITS standards requirements
which are APEC priorities
2. to facilitate the establishment of ITS
standards by ISO which are APEC priorities.
3. to promote the universal use amongst
all APEC Economies of ITS standards established by ISO.
4. to share information among APEC
Economies regarding ITS developments.
These four objectives were mapped to the
Action Plan Overview and the original work program as identified in Attachment #1, slide 4
"Action Plan Overview" .
The Action Plan discussion then centered
on initial investigations identifying ITS priority areas based on the ISO fundamental
services list (TICS). The list would be reviewed by all economies before the next meeting
so that at the next meeting a consensus would be reached so that discussion on the use of
the list could begin.
Korea agreed to the objectives subject to
further discussion and agreement on the procedures used to achieve the objectives. Concern
was expressed by Japan about the methods and procedures that would be used to establish
priorities.
A liason statement will be prepared that
will be delivered to ISO TC204 at their June meeting that would establish APEC 's interest
in ISO TC204's standard's development activities and provide an indication as to APEC's
objectives regarding ITS standards
Due to time constraints, the remainder of
the proposed Action Plan (attachment 1) could not be discussed. It was requested that
economies would review the plan and be prepared to discuss it at the next meeting.
Next Meeting
- The next meeting of the ITS Group is
scheduled for the next APEC TPT WG 18th meeting to be held in Japan, November
2000. The exact date and time will be confirmed by the Chair in a subsequent communication
to APEC economies
Recommendations
The ITS Group recommends that the
Steering Committee:
- Note the minutes as indication of ITS
Experts Group activity
- Approve a high impact presentation to be
delivered at the Minister's meeting in Peru that would highlight ITS initiatives in
improving trade corridors. This would be a combined effort of the e-commerce, intermodal
and ITS experts groups.
- Approve the delivery of a liaison
statement to ISO TC204 at their June meeting that would establish APEC's interest in ISO
TC204's standards development activities and provide information on the APEC TPT ITS
Experts Group objectives.
