I. Welcome, Opening Statement, and Administration

1. Mr. Lo Weng Kee, Civil Aviation Authority, Singapore, representing Mr. Chuan Bin Ong, interim Vice Chair of the SN&C Systems Advisory Committee [hereafter referred to as the Committee], introduced Mr. Bong Kim Pin of the Singapore Aviation Academy. Mr. Bong presented a welcome to Singapore and the Singapore Aviation Academy.

2. Mr. Theodore Davies, Federal Aviation Administration (FAA), United States, and Chair of the Committee presented opening remarks and reviewed administrative details of the meeting. The Chair referred to the "Report on the establishment of the SN&C Systems Advisory Committee," adopted by the 12th meeting of the APEC TPT-WG. The Chair asked that the delegates review the agenda for the meeting which would follow the Initial Task List as identified in the report.

3. A total of 29 delegates were present at the meeting. Eleven APEC member Economies were represented including Australia, Canada, the People’s Republic of China, Hong Kong China, Indonesia, Japan, the Republic of the Philippines, Singapore, Chinese Taipei, Thailand, and the United States. Also present as guest observers were representatives from the International Air Transport Association (IATA), the International Association of Lighthouse Authorities (IALA), the International Civil Aviation Organization (ICAO), the International Maritime Organization (IMO) and ARINC, an international communications service provider.

4. The Chair recognized the increased Committee membership from the maritime and land transportation sectors noting that representatives from all modes of transport were necessary to promote the effectiveness and meet the goals set by the Committee in its Mission Statement.

5. The Chair reported that the 13th meeting of the APEC TPT-WG will be held April 20-24, 1998, in Mexico City, Mexico and noted that the report of this second meeting would be forwarded to the APEC TPT-WG through the Safe and Environment- Friendly Transportation Systems Steering Committee.

6. Minutes were prepared by the Committee secretariat which outline in detail the discussions of the three-day meeting. Twenty-two information/working papers were presented for review by the Committee over the course of the meeting.

II. Review of the Terms of Reference, Initial Task List, and Action Items Resulting from the First Meeting of the Committee

Terms of Reference 1: Identify measures to facilitate implementation of SN&C systems in the APEC region within the framework of a global approach, complementing the work of ICAO and IMO, and provide APEC perspectives on the issues.

7. The Committee reviewed action items 1.1 and 1.2 referred to in the Initial Task List.

Action Item 1.1: Review the availability of current information on SN&C facilities and systems within APEC Economies through liaison with the appropriate international organizations to maintain the existing SN&C inventory.

8. The Committee reviewed an initial list of available information resources related to SN&C systems development and implementation which was presented by the Chair. The Committee heard presentations from the International Civil Aviation Organization (ICAO) regarding its activities in the Asia-Pacific region and on air and ground systems requirements and implementation time tables for aviation SN&C implementation. The Committee noted that in the case of aviation the current and planned availability of SN&C facilities and systems within most APEC Economies is accurately reflected in the Asia Pacific Air Navigation Plan and Regional CNS/ATM Plan. The International Maritime Organization (IMO) presented information for the reference of the Committee on maritime SN&C development and implementation. Economies should be encouraged to develop a national list of recipients for SN&C information to aid promulgation of the benefits of SN&C across transport modes.

Conclusion: The Committee agreed that its members should continue to exchange information regarding the development and implementation of SN&C systems in the Asia-Pacific region and worldwide in order to develop a bibliography of resources available for reference by the APEC TPT-WG and by Economies. In particular, more information is required from the maritime sector in order to develop a more comprehensive listing of resources for other modes of transport.

Further Action Required: The Committee members should forward all relevant information to the Chair in order to update the listing of resources available. The updated list of information resources will be provided by the Chair to the Committee at its next meeting.

Action Item 1.2: Develop a strategy to assist APEC Economies in removing the impediments to regional implementation of SN&C systems.

9. The Committee reviewed a draft strategy statement from Australia which encourages Economies to develop national multimodal forums, convened by Transport Ministers, to examine Global Navigation Satellite Systems (GNSS) development and implementation efforts with a view to coordinating those efforts whenever possible. The Committee recommended that these multimodal forums should build upon national CNS/ATM [Communications, Navigation, Surveillance/Air Traffic Management] committees, which have already been established as advocated by ICAO within the aviation sector, wherever possible. The Committee also recommended that the forums take into account regional SN&C implementation plans already developed by such international organizations as ICAO and IMO.

Recommendation: The Committee recommends the attached strategy statement (Appendix A) regarding this issue to the APEC TPT-WG for the consideration of the APEC Transport Ministers.

Further Action Required: The Committee asks that Economies report any developments in the creation of and subsequent activities of these national forums to the APEC TPT-WG.

Terms of Reference 2: Enhance the safety, security, capacity and efficiency of transportation in the APEC region through cooperative and environmentally sound multimodal efforts aimed at expeditious improvements through the awareness of and deployment of evolving SN&C technologies.

10. The Committee reviewed a draft statement presented by the Chair regarding preparation for the International Telecommunications Union WRC ‘99 [World Radiocommunication Conference 1999] and the importance of protecting the GNSS spectrum from frequency interference to ensure continued suitability for transport applications. The Committee noted that the highest level of support is needed from the APEC Transport Ministers, from the Asia-Pacific Telecommunity and from national spectrum management agencies.

11. The Committee recognized that work must progress within the aviation community to conduct studies demonstrating the potential impact on transport applications of frequency interference to GNSS from the Mobile Satellite Service (MSS) by April 1999 for the WRC ‘99 conference preparatory meeting and that the worldwide aviation community needs to clearly and effectively demonstrate this possible impact on the GNSS spectrum to their respective communications authorities.

Recommendation: The Committee recommends the attached statement (Appendix B) regarding this issue to the APEC TPT-WG for the consideration of the APEC Transport Ministers.

Further Action Required: Committee members should forward to the Committee Secretariat policy statements on this issue which have been developed by individual economies and international organizations, in particular IMO, so they can be provided for the information of the Committee before the April TPT-WG meeting in Mexico City, if possible.

12. The Committee reviewed a draft recommendation from Canada regarding the need for all APEC Economies, through their hydrographic offices and through the International Hydrographic Organization’s (IHO) Worldwide Electronic Navigational Chart Database (WEND) system, to consider the early production of electronic navigational chart data for the waters under their jurisdiction and for the Economies to consider the establishment of GPS differential correction stations to improve accuracy, integrity and reliability for precise positioning thus enhancing the effectiveness and safety of marine navigation in the region including harbor approaches and waterways.

Recommendation: The Committee encourages all APEC Economies to produce Electronic Navigational Chart (ENC) data that meet the IHO standards and to establish GPS-based augmented positioning systems.

Further Action Required: A recommendation will be made in that regard to the APEC TPT-WG for APEC Transport Ministers’ consideration.

13. Canada also noted that large areas of airspace in a number of APEC Economies, particularly developing Economies, have low density aircraft movements for which Visual Flight Rules (VFR) operations as well as non-precision approach operations are generally in use. The Committee recognized that early implementation of GPS-based systems will provide significant enhancement of civil aviation safety, efficiency, effectiveness, and cost savings. Those benefits can be realized by implementation of satellite-based non-precision operations using TSO-129 receivers (incorporating Receiver Autonomous Integrity Monitoring (RAIM)) and WGS-84 (World Geodetic System-1984) as required, dependent on the operational needs of the flight environment.

Recommendation: The Committee recommends that all APEC Economies complete the WGS-84 surveys and introduce GPS-based en-route navigation in airspace of low density traffic and suitable environment, to connect VFR approaches at the large number of VFR airports, particularly in developing Economies.

Further Action Required: A recommendation will be made, in that regard, to the APEC TPT-WG for APEC Transport Ministers’ consideration.

Terms of Reference 3: Investigate the feasibility of multimodal SN&C implementation which will provide early operational and financial benefits to all modes of transportation in the APEC region. Support an incremental approach to the use of SN&C systems as validated by cost-benefit analysis of SN&C system components.

14. The Committee reviewed Action Item 3.1.

Action Item 3.1: Investigate the feasibility of multimodal SN&C implementation within the region.

15. Australia presented a paper to the Committee proposing a methodology for progressing cost benefit analysis of multimodal SN&C implementation, particularly in relation to navigation. It was noted that the options for cost recovery of up-front investment between modes, and between different user groups within modes, were important elements to establish early in the process. The United States provided an information paper which gave an additional example of cost benefit analysis as performed by American Airlines.

Recommendation: The Committee recommends to all Economies the approach identified in the paper presented by Australia as one mechanism for assisting them in their individual and regionally-focused collaborative SN&C planning and implementation efforts. But, as indicated by the American Airlines paper, alternatives should be considered by each economy.

Further Action Required: None

Terms of Reference 4: Encourage the shared use of SN&C facilities and services wherever cost and operationally beneficial.

16. The Chair presented a paper to the Committee which reviewed the U.S. Nationwide Differential Global Positioning Service (NDGPS) which is currently under development. The NDGPS is a multimodal effort within the United States which makes use of the GPS and an existing, decommissioned U.S. military ground-based communication system to form a national differential global positioning service which will be available to all modes of transportation free of user fees. It was further noted that ICAO has in place an Asia Pacific regional strategy for the provision of GNSS augmentation systems.

Conclusion: The Committee agreed that Economies should review the information provided in this paper as an example of multimodal cooperation on SN&C implementation. Economies must be aware of the level of accuracy, availability, integrity and continuity of service required for the operation being considered.

Further Action Required: Economies are encouraged to share similar examples with the Committee for information purposes.

Terms of Reference 5: Promote collaborative research projects, education and information exchange in all areas related to evolving SN&C technologies.

17. The Committee reviewed combined action items #5.1, 5.2 and 5.3.

Action Item #5.1: Each economy review known education and information exchange forums and venues designed with SN&C as the focus, including through ICAO and IMO, and provide information to the Chair for compilation and distribution.

Action Item #5.2: Encourage the development, through private, commercial and academic institutions, of potential opportunities that will foster training and the sharing of information on SN&C.

Action Item #5.3: Promulgate information on current and planned research and development trials which will assist the regional evaluation of SN&C systems.

18. The Committee noted that Terms of Reference #5 was very similar to the intent and focus of Terms of Reference #1, Action Item #1.1. The Committee noted that these two Terms of Reference might be combined at the next meeting. The Chair presented to the Committee current sources of information compiled from the U.S. Federal Aviation Administration and from ICAO. The Committee noted that similar information is required in particular from the maritime sector for the resource list.

Conclusion: See recommendation under Terms of Reference #1, Action Item #1.1, noting that additional information is required of Economies in regard to existing SN&C information exchange forums, training opportunities and research and development trials, for all modes of transport, to be added to the bibliography of SN&C resources and information. Economies should also ensure that the mailing list for APEC TPT-WG information provides wide dissemination of SN&C information to stakeholder groups, including industry.

Further Action Required: The Committee members should forward all relevant information to the Chair in order to update the listing of resources available. The updated list of information resources will be provided by the Chair to the Committee at its next meeting.

Terms of Reference 6: Liaise with standards setting organizations such as ICAO, IMO, RTCA, EUROCAE and other bodies, to ensure an understanding of the resources, finances and personnel requirements for SN&C implementation. Provide resources as appropriate to support those organizations with the objective of achieving mutually beneficial outcomes.

19. The Committee reviewed combined action items #6.1 and 6.2.

Action Item #6.1: Identify stakeholders (i.e. users, operators, service providers and regulators) within the Region for the purpose of developing a dialogue with and ongoing consultation on SN&C implementation within APEC Economies, as the Economies progress their own implementation work.

Action Item #6.2: Notify those identified in the SN&C list of stakeholders, of the activities and objectives of the SN&C regional implementation activities. Invite their support for those objectives through active participation in activities where mutual benefits to both the stakeholders and Economies can be achieved.

20. The Committee agreed that representation from and/or contact with international organizations such as ICAO and IMO was critical to promote the effectiveness of the Committee and meet the goals set by the Committee in its Terms of Reference. The Committee further agreed that additional organizations should be invited to attend as guest observers to the Committee including the International Hydrographic Organization (IHO), Inmarsat, and the International Business Aircraft Council (IBAC). It was noted that the Committee should examine the Future Air Navigation System (FANS) Stakeholders’ Group list already developed as a basis for further representation, noting that similar information from the maritime sector would be required.

Conclusion: The Committee agreed that additional representatives including SN&C systems users, operators, service providers and regulators be made aware of the activities of the Committee, and that in certain circumstances, these organizations might be invited to become guest observers of the Committee.

Further Action Required: The Chair agreed to contact those organizations specifically identified above (i.e. the IHO, Inmarsat, and the IBAC) regarding the work of the Committee.

Action Item #6.3: Establish a project proposal to ensure mutually beneficial cooperation between APEC and both ICAO and IMO on SN&C implementation.

21. The Committee determined that Action Item #6.3 was fulfilled under Terms of Reference 7, Action Item #7.1. The Committee noted that both ICAO and IMO have determined, as stated in Assembly Resolutions, that close contact and coordination between the two organizations would be beneficial for the future development of SN&C systems.

Conclusion: The Committee agreed to refer action regarding a project proposal to Terms of Reference 7. The Committee encourages both ICAO and IMO to, as a priority, begin closer coordination of SN&C development and planning aimed in particular at ensuring that standards development for aviation and maritime use is sufficiently harmonized to promote cost effective implementation of common applications where appropriate.

Further Action Required: None.

Terms of Reference 7: Provide a public/industry forum to address SN&C related issues which will benefit the APEC region, including non-APEC Economies, providing a regional approach within a global framework to a safe, efficient and financially sound multimodal transportation system.

22. The Committee determined that the forum identified in Terms of Reference 7 and in Terms of Reference 6, Action Item #6.3 would best be represented by a one-time conference/event with the theme of multimodal SN&C development and implementation. The net of potential participants should be cast widely to encompass all modes of transport, and be relevant to all modes, and the theme should emphasize the value to Economies of implementing SN&C. Singapore volunteered to host such a conference and the United States agreed to assist in the planning for and promotion of the conference. Tentative dates of January/February 1999 have been set. The Committee noted that the event might also feature actual demonstrations of multimodal usage of SN&C technologies.

Conclusion: The Committee agreed that planning for an event with the theme of multimodal SN&C development and implementation under the direction of the APEC TPT-WG should progress and that the event would be hosted by Singapore.

Further Action Required: Singapore and the United States should report to the Chair on progress made in planning the event before the 13th meeting of the APEC TPT-WG. The Chair should obtain an official commendation from the TPT-WG to host the proposed event and should approach the APEC TPT-WG Intermodal Task Force regarding their interest in co-hosting the event.

23. The Committee reviewed action item #7.1.

Action Item #7.1: Ensure coordination with other working groups, advisory committees and task forces within the APEC framework so as to raise awareness among policy makers of the benefits of a regional and multimodal implementation of SN&C systems.

24. The Committee agreed that it would be appropriate for the Committee to make other APEC Working Groups and APEC TPT-WG committees aware of the Activities of the Committee. The Committee also agreed that information on the Committee’s activities could be added to the APEC home page on the world wide web.

Conclusion: The Committee agreed that the Chair should notify other APEC organizations of the work which is being done by the Committee and that this information should also be added to the APEC home page on the world wide web.

Further Action Required: The Chair will initiate a letter to APEC organizations and provide information to be included on the APEC home page.

III. Election of a Vice Chair

25. The Committee accepted a nomination from Singapore, seconded by Thailand, for the position of Committee Vice Chair to be filled by Mr. Norm Loughton of the Australian Maritime Safety Authority (AMSA). Mr. Loughton accepted the nomination with the caveat that approval must be obtained from AMSA for him to officially accept the position. The Chair agreed to send a letter to AMSA notifying them of Mr. Loughton’s nomination and encouraging their approval for his acceptance. The Chair also thanked Singapore for its work in serving as interim Vice Chair.

IV. Closing Remarks

26. The Chair presented closing remarks thanking all delegates for attending the second meeting of the Committee. The Chair gave special recognition to the delegates from the maritime sector who attended the meeting.

27. The Chair also recognized Mr. Lo Weng Kee and the Singapore Aviation Academy for its excellent work in hosting the Committee meeting.

28. The Committee agreed that it would hold its third meeting in conjunction with the 14th APEC TPT-WG meeting to be held in October 1998, in Seoul, Korea.

Appendix A

The APEC Transportation Working Group Satellite Navigation & Communication (SN&C) Systems Advisory Committee [the Committee] encourages all APEC Economies to establish national SN&C forums, to be convened by Transport Ministers, involving SN&C users, regulators and service providers, as a means of integrating, rationalizing and harmonizing the implementation of SN&C elements to be used for modal and multimodal purposes in the APEC region.

The Committee recommends that these multimodal forums should build upon national CNS/ATM [Communications, Navigation, Surveillance/Air Traffic Management] committees, which have already been established as advocated by ICAO within the aviation sector, wherever possible. The Committee notes that the forums should take into account regional SN&C implementation plans already developed by such international organizations as ICAO and IMO.

The Committee further recommends that, in the establishment of such national forums, the following objectives should be considered:

  • consult with user groups to establish SN&C operational requirements within the framework of already agreed regional plans;
  • identify SN&C applications that will provide this capability;
  • identify any impediments to SN&C implementation;
  • establish the broad cost benefits of potential changes to user service levels;
  • identify technical and procedural options for implementing the applications and conduct the trials and assessments necessary to choose between the options; and finally,
  • prepare implementation plans to move to operational status.

Appendix B

 -- Recognizing the importance of maintaining and protecting GNSS spectrum for safety of life applications and services, including both air and marine transportation;

-- noting the positions which the International Civil Aviation Organization and the International Maritime Organization have taken in opposition to the sharing of spectrum allocated for radionavigation and communication satellite services on a worldwide basis which can adversely impact safety of life applications and services;

-- noting the work required of Economies to prepare for the International Telecommunications Union World Radiocommunication Conference ‘99 in regard to allocation of aeronautical radio frequencies, frequency interference and its effect on such applications;

The APEC Transportation Working Group Satellite Navigation & Communication (SN&C) Systems Advisory Committee, recommends that the APEC Transport Ministers encourage their colleagues with telecommunications portfolios to begin work immediately within their own Economies to promote the study of the GNSS spectrum for safety of life applications, with a view to demonstrating the impact on the various transport modes that sharing of that part of the spectrum which is allocated to aeronautical radionavigation and with aeronautical mobile satellite services may have on their proper functioning.

The Committee further advises APEC Transport Ministers to review the positions taken by their national spectrum management authorities and regional and international organizations which determine spectrum management policy to ensure that those positions promote the continued development of safe, efficient and environmentally sound transport systems.
