Terms of Reference

1. Identify measures to facilitate implementation of SN&C systems in the APEC Region within the framework of a global approach, complementing the work of ICAO and IMO, and provide APEC perspectives on the issues.

2. Enhance the safety, security, capacity and efficiency of transportation in the APEC Region through cooperative and environmentally sound multimodal efforts aimed at expeditious improvements through the awareness of and deployment of evolving SN&C technologies.

3. Investigate the feasibility of multimodal SN&C implementation which will provide early operational and financial benefits to all modes of transportation in the APEC region. Support an incremental approach to use of SN&C systems as validated by cost-benefit analysis of SN&C system components.

4. Encourage the shared use of SN&C facilities and services wherever cost and operationally beneficial.

5. Promote collaborative research projects, education and information exchange in all areas related to evolving SN&C technologies.

6. Liaise with standards setting organizations such as ICAO, IMO, RTCA, EUROCAE and other bodies, to ensure an understanding of the resources, finances and personnel requirements for SN&C implementation. Provide resources as appropriate to support those organizations with the objective of achieving mutually beneficial outcomes.

7. Provide a public/industry forum to address SN&C related issues which will benefit the APEC region, including non-APEC Economies, providing a regional approach within a global framework to a safe, secure, efficient and financially sound multimodal transportation system.

8. Organizational Arrangements:

a) The Advisory Committee will have a Chair and Vice Chair.

b) The Advisory Committee will schedule its meetings as required, and as necessary in conjunction with TPT-WG meetings.

c) The Advisory Committee will follow APEC TPT-WG rules for non member economy participation.

Terms of Reference (1):

Identify measures to facilitate implementation of SN&C systems in the APEC Region within the framework of a global approach, complementing the work of ICAO and IMO, and provide APEC perspectives on the issues.

1.1 Review the availability of current information on SN&C facilities and systems within APEC economies through liaison with the appropriate International organizations to maintain the existing SN&C inventory.

Action: Chair to initiate request to international organizations and Economies as appropriate; Initial report to Committee to be based on reports previously prepared for the APEC SN&C Project Team (Hickling/Ostiguy);

Lead Economy: United States to prepare initial report; all Economies to provide information/updates

Status: Completed; Continue to Update as Necessary

1.2 Develop a strategy to assist APEC economies in removing the impediments to regional implementation of SN&C systems.

Action: A working paper proposing a draft strategy in relation to aviation, as a template which could be extended to other modes, will be further developed during the 2/98 meeting of the committee. This material will draw on the conclusions of ICAO ALLPIRG

Deliverable: APEC Transportation Ministers sign a joint ministerial ministerial statement on the protection of GNSS spectrum for all modes of transportation

Terms of Reference (2):

Action: Options paper on mechanisms for progressing cost benefit analysis

Status: Completed; Economies are requested to provide cost/benefit analyses of SN&C implementation as appropriate and if feasible to the committee

Terms of Reference (5):

Promote collaborative research projects, education and information exchange in all areas related to evolving SN&C technologies.

5.1 Each economy review known education and information exchange forums and venues designed with SN&C as the focus, including through ICAO and IMO, and provide information to the Chair for compilation and distribution.

5.2 Encourage the development, through private, commercial and academic institutions, of potential opportunities that will foster training and the sharing of information on SN&C.

5.3 Promulgate information on current and planned research and development trials which will assist the regional evaluation of SN&C systems.

Action: Chair to initiate request to international organizations and Economies as appropriate

Terms of Reference (6):

6.1 Identify stakeholders (i.e. users, operators, service providers and regulators) within the Region for the purpose of developing a dialogue with and ongoing consultation on SN&C implementation within APEC Economies, as the Economies progress their own implementation work.

6.2    Notify those identified in the SN&C list of stakeholders, of the activities and objectives of the SN&C regional implementation activities. Invite their support for those objectives through active participation in activities where mutual benefits to both the stakeholders and Economies can be achieved.

6.3 Establish a project proposal to ensure mutually beneficial cooperation between APEC and both ICAO and IMO on SN&C implementation.

Terms of Reference (7):

7.1 Ensure coordination with other working groups, advisory committees and task forces within the APEC framework so as to raise awareness among policy makers of the benefits of a regional and multimodal implementation of SN&C systems.
