AUSTRALIAN GNSS COORDINATION

The Australian Government has recognised the need for better coordination of GNSS implementation.  The Australian GNSS Coordination Committee (AGCC) was established by the Minister for Transport and Regional Services in May 2000.  The AGCC reports to the Minister and the Australian Transport Council (Federal and State transport ministers).

The role of the AGCC is to:- develop mechanisms to coordinate all land, sea and air aspects of GNSS; promote the safe and effective utilisation and development of GNSS in Australia; and coordinate national security issues, the application of augmentation systems and the national use of GNSS in other relevant applications.  It is also hoped that the AGCC will provide an effective mechanism to ensure protection of Australia¡¦s critical GNSS infrastructure.  The AGCC¡¦s Terms of Reference are attached.

Membership of the AGCC is drawn from a range of GNSS users and providers across aviation, legal, communications, timing, geomatics and geophysics, maritime, defence, security, emergency services, land transport, academia, and industry providers.

One of the factors which contributed to the establishment of the AGCC was the recommendation of the Satellite Navigation & Communications Advisory Committee that economies form forums to bring together users, providers and regulators to discuss GNSS issues.

To date the AGCC has initiated the following work:-

Although not directly involved in spectrum management and protection, the AGCC will be taking a close interest in this issue.

The AGCC is not only concerned with GNSS implementation in Australia, but also in the wider Asia-Pacific region, because of the vital and extensive transport and trade linkages to Australia through the region.

Australia regards the SN &C Advisory Committee as a useful forum to discuss regional applications on GNSS, to exchange information and develop common approaches to GNSS, and to initiate projects for the benefit of all economies in the APEC region. Australia is of the view that the Committee¡¦s activities should cover the full range of satellite navigation technology in all modes of transport. Only such an integrated approach can ensure the transition of the region to a safer, cost effective and more efficient transportation system using satellite navigation infrastructure.

Australia, and particularly the AGCC, will take a close interest in the development by the SN & C Advisory Committee and the GNSS Experts Group of any regional GNSS implementation plan.

AUSTRALIAN GNSS COORDINATION COMMITTEE

Terms Of Reference

An Australian Global Navigation Satellite System (GNSS) Coordination Committee will be set up to:

- consider and develop mechanisms to coordinate all aspects of GNSS on land, sea, and in the air, including:

 : development and maintenance of a national strategic policy towards GNSS;

: coordination of national infrastructure development taking advantage of economies arising from multiple use of common systems; and

:  recommendation of direction for preferred GNSS standards and protocols for use in Australia;

-    promote the safe and effective utilisation and development of GNSS in Australia, including through:

:  promotion of GNSS user education and effective information dissemination;

:  an integrated approach to establishing mechanisms to minimise the effects of interference to GNSS; and

:  investigation of specific GNSS related issues through the initiation and management of studies;

- coordinate national security issues and assist in keeping users aware of GNSS developments and security in all transport modes and relevant areas and provide a forum for an exchange of information on receiver technology and applications;

- coordinate the application of augmentation systems, particularly the provision of new augmentation systems, taking advantage of economies available through sharing common systems;

- coordinate and influence national and international use of GNSS through existing radiocommunications fora in Australia; and

- coordinate the national use of GNSS in other relevant applications.

The Committee will have a chair appointed by the Minister for Transport and Regional Services, in consultation with the permanent committee.

The Committee will provide advice and recommendations to the Federal Government and, through the Commonwealth, to the Australian Transport Council.

The Committee will coopt expert advice and establish working groups as appropriate.

Membership of the Committee will be drawn from a wide variety of sectors such as aviation; Department of Transport and Regional Services; Intelligent Transport Systems Australia; defence; emergency services; land transport; academia; legal; spectrum management and communications; timing; geomatics and geophysics; security; and industry providers.
