Proposals toward
enhancing regional Y2K cooperation The Y2K problem may create a situation where each economy will face inexperienced and abnormal conditions simultaneously, and to tackle this problem, theAPEC Y2K 100 Days Cooperation Initiativewas agreed at Leaders meeting in Auckland last September. In this context, Japan is going to make a following proposals at the next meeting of the TPT-WG in Hong Kong for the purpose of giving effect to this commitment in the field of transportation. (1)Creation of a network of experts In order to share expertise and experiences about contingency planning, it will be proposed that a network of experts among transportation authorities be created through producing a list of experts in member economies(see annex A), capitalizing on the existing network of APEC member economies in the field of transportation. This network may also be useful to exchange information on Y2K failures at the time of roll-over. (2)Establishing a regional reporting system In order to exchange information among transportation authorities in APEC member economies on Y2K failures at the time of roll-over, it will be proposed that a regional reporting system be established through putting information on Y2K failures into, and allowing access to, home pages of transportation authorities in member economies(see annex B). Aviation and shipping might be considered an appropriate area for this arrangement. This system would be a good tool for each APEC economy to exchange information on the Y2K concern. Each economy is expected to report its preparedness for the Y2K problem on its own home page.
