Transportation* Security Initiative
(Draft) Terms of Reference

  1. Encourage and provide a forum for increased cooperation and communication between government agencies responsible for transportation security in the APEC region.
  2. Develop security objectives that will meet the needs of the APEC region’s expanding aviation and maritime systems and contribute to their efficiency.
  3. Facilitate the movement of passengers and goods in the region through cooperation of transportation security authorities in the areas of passenger, baggage, cargo and mail security.
  4. Cooperate in the areas of research, development and deployment of transportation security technologies (including related training) leading to faster, more effective and unobtrusive means of ensuring the security of passenger and cargo movements.
  5. Establish a framework and process that would enable appropriate regional harmonization of transportation security policies, measures and standards leading toward the seamless movement of passengers and cargo within the region.
  6. Exchange information and establish relationships with other regional transportation security bodies (for example within Europe, Latin America and Africa) as well as with international aviation and maritime industry and industry associations.
  7. Increase cooperation among regional economies and international organizations such as the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) with regard to transportation security initiatives.

* At the outset, transportation security is defined as including only aviation and maritime security.
