Appendix 1: Past Achievements of the APEC TPT-WG

2000

  • The Satellite Navigation and Communications Advisory Committee developed a ministerial statement on the protection of the Global Navigation Satellite System (GNSS) spectrum. This statement was endorsed by the APEC Transportation Ministers in 1999, and submitted to the International Telecommunication Union in 2000.

1999

  • In 1999, the Road Transport Harmonization Project completed Phase V, Stage 1. Phases I-IV had already been completed at earlier dates.
  • The EDI Messaging Trials Project was completed in 1999.
  • A seminar on electronic commerce was presented in April 1999 in conjunction with TPT-WG 15.
  • The Satellite Navigation and Communications Advisory Committee and the Intermodalism Task Force co-hosted the Forum on Intermodalism and Satellite-based Transportation Technologies in Singapore in May 1999.
  • In 1999, the Ports Experts Group completed the development of the web-based Port Information Data Base.
  • Phase II of the Seafarers Training Project was completed in 1999.
  • The Virtual Centre for Transportation Research, Development and Education was established in website form and unveiled at TPT-WG 15 in 1999.
  • A questionnaire study on "success stories" concerning the increased participation of women in the transportation sector was completed and presented at TPT-WG 15 in 1999.
  • A vision statement/protocol for Intelligent Transportation Standards was completed in 1998 and endorsed by ministers in 1999.
  • Phase 1 of the electronic commerce project was commenced in 1999.
  • The Marine Safety Experts Group initiated the project entitled "Safer Shipping in the Pacific Region - An integrated approach to developing regulatory and economic mechanisms to promote safer shipping in the Asia-Pacific region."

1998

  • An APEC International Road Vehicle Standards Harmonization Seminar was held in Mexico City in April 1998.
  • The TPT-WG web site was established in September 1998 to encourage the use of the Internet to disseminate information within the Working Group and promote on-line discussion using list servers.
  • The Electronic Data Interchange commercial messages trial project was completed in October 1998.
  • Based on a questionnaire, the Maritime Initiative Group prepared a report outlining an inventory of maritime transportation policies and practices, which was completed in October 1998. This group also developed the Maritime Mission Statement in the same year.
  • The TPT-WG submitted an issues paper on paperless trading, focusing on the requirement for regulatory and institutional paper documents for the key messages relevant to international trade, to the former APEC Electronic Commerce Task Force work program.
  • In 1998, Singapore carried out an assessment of Y2K preparedness in the aviation sectors of APEC economies.

1997

  • The model Mutual Recognition Arrangement for Automotive Product was developed in 1997 and signed by APEC Transport Ministers.
  • A workshop on the Privatization of Transportation Infrastructure was held in August 1997.
  • In 1997, the Group of Experts on Aviation Safety and Assistance prepared the report entitled "Aviation Safety in the APEC Economies: Report to APEC Transport Ministers, June 12, 1997", detailing safety recommendations for the region and means for the implementation of these recommendations. This report was later endorsed by the APEC transportation ministers.
  • The Air Services Group developed the Options Paper for More Competitive Air Services with Fair and Equitable Opportunity in 1995, which was endorsed by Transport Ministers in June 1997. In 1997, the group developed a further paper prioritizing the options identified in the 1995 report.
  • Urban transportation fora were held in November 1996 and September/October 1997. Based on the results of these, the Korea Transport Institute (KOTI) has undertaken the development of a best practices manual identifying the best methods to address urban transport problems, which will be completed in 2000.
  • The Transportation Congestion Points Study was completed in 1997 and, as a result, a Best Practices Manual and Technical Report for Eliminating Traffic Congestion Points was produced.
  • A comprehensive study was completed on Satellite Navigation and Communications Systems, resulting in a Joint Ministerial Policy Statement and the creation, in 1997, of the Satellite Navigation and Communications Advisory Committee.
  • In 1997 the Working Group completed an inventory of existing Regional Cooperation Arrangements with Respect to Oil Spill Preparedness and Response.
  • In 1997, a database on Transportation Technology Research was made available on the APEC Secretariat web site.

1996

  • In 1996, the TPT-WG completed a survey on aviation personnel licensing requirements in the APEC region.

1995

A survey of Air Traffic Control Licensing Requirements was carried out in 1995, after which a contact list of licensing authorities was established.
