2. Opening Remarks: Lead Shepherd
The Lead Shepherd will make opening remarks outlining the principal issues to be dealt with in the meeting. This is an information item.
3. Adoption of Agenda
4. Report from the Director (Programme), APEC Secretariat
APEC Secretariat Director (Programme), Mr Chutintorn Gongsakdi, will present a report focussing on major recent developments in APEC and their potential impact on the work of the TPT-WG. This is an information item.
5. APEC Process Issues
The Lead Shepherd will discuss the summary ¡¥tasking statement¡¦, issued by the SOM Chair, which reflects the decision made by Leaders and Ministers at the end of 2000. We will need to ensure that our current and future work is in conformance with the statement. This is a discussion item.
APEC Leaders have called for progress to be made on the reduction of non-tariff measures. The Lead Shepherd will propose that we should develop a plan for work to identify and reduce non-tariff measures in the transport sector. This is a discussion item.
The TPT-WG has been approached to participate in the work of the APEC Human Capacity Building Co-ordinating Group, which is preparing a human capacity building strategy. The Lead Shepherd will seek the views of HODs on how best we can participate in this work. This is a discussion item.
The Ecotech Sub-Committee will be reviewing Part II of the Osaka Action Agenda and has decided that individual ESC members would liase with APEC working groups to assist in completing this task. New Zealand has volunteered its ESC representative to liase with the TPT-WG. This is a discussion item.
A recent APEC High-Level Symposium on Electronic Commerce and Paperless Trading made a number of recommendations on e-commerce that have been welcomed by SOM I. SOM has asked relevant fora to evaluate and incorporate the Symposium¡¦s recommendations in their work programs on electronic commerce. We will need to consider the implications of this decision on the work of the Electronic Commerce Group. This is a discussion item.
6. TPT-WG Management Issues
As was the case at TPT-WG/18, this document will be updated during TPT-WG/19 for approval at the Main Plenary meeting. This is a discussion item.
The Lead Shepherd will share his views on communication within the TPT-WG. This is a discussion item.
The terms of the current management team expire at the end of 2001 and new appointments will need to be made for the following two calendar years. The Lead Shepherd will ask the existing management team and other members to indicate their availability for a management role for 2002-2003. This is a discussion item.
7. 3rd Transportation Ministerial Meeting, Lima 3-5 October 2001
The Lead Shepherd will invite HOD of Peru (Host Economy) to present a progress report on the arrangements for the Ministerial Meeting. This is an information item.
The Lead Shepherd will present a paper on discussion of important process issues for the Ministerial Meeting. This is a discussion item.
8. Arrangements for Future TPT-WG Meetings
It is important that the TPT-WG meets shortly after the Ministerial Meeting in order to deal with issues arising from that Meeting and to make plans for future work. Regrettably, Peru has indicated that it cannot host this meeting, as originally intended, so we will need to discuss alternative arrangements for TPT-WG/20. This is a discussion item.
The Lead Shepherd will call on economies to consider volunteering to host subsequent meetings of the TPT-WG. This is a discussion item.

10. Other Business
All APEC Fora have an obligation to take the necessary steps to implement the Gender Framework. Ms. Helen Thomas, a Canadian consultant and expert in the field of gender issues will make a brief presentation acquaint HODs with the main messages of the Gender Project Team meeting scheduled for Tuesday 3 April. Mr Kim Han Young (Korea) will present the report of the Steering Committee¡¦s meeting for the approval of the Plenary. This is a decision item.
7. Approval of New Project Proposals:
Economies will be invited to consider and rank the above projects for funding in accordance with the TPT-WG¡¦s Project Approval Guidelines. This is a decision item.
8. Tabling of Reports by Member Economies
Economies are invited to table their reports to the TPT-WG on recent transportation developments within their economies. This is an information item.
9. Approval of the TPT-WG Operational Plan
Amendments to the document approved at TPT-WG/18 will have been incorporated by economies during TPT-WG/19. This updated version will be available for the approval of the Plenary. This is a decision item.
